Background

The KPA is piloting an AIDS Ambassador and Champions Programme from
June to December 2008, supported by UNAIDS.

The aim of this programme is to support the AIDS Ambassador (Ibu Ani
SBY) and selected number of celebrities and other public figures to
speak out in support of AIDS issues in a range of public forums.
Speaking out against stigma and discrimination is an important part of
this programme. It is expected that this programme will be linked to
World AIDS Day activities.

An experienced consultant is needed to help plan and implement this
programme. This consultant will need to be knowledgeable about HIV
issues in Indonesia, and experienced in media and advocacy issues.


Consultant TORs:

Expected time commitment: 3 days a week, from July to December 2008
(total of 72 days), to undertake the following:

• Prepare concept note and workplan for the AIDS Ambassador and
Champions programme including the criteria for the AIDS Champions
• support the selection process for the AIDS Champions
• prepare training workshop and materials
• Develop workplans for each AIDS Ambassador and AIDS Champions, with
1-2 monthly activities
• To prepare the AIDS Ambassador and AIDS Champions Launch
• Support the AIDS Ambassador and Champions in their activities,
including media support and preparations
• Organize, prepare agenda and minutes for monthly Core Team meetings
• Prepare final report, including lessons learnt


Deliverables

• Concept Note and Workplan for the AIDS Ambassador and AIDS Champions
programme
• Training curriculum for the Training workshop
• Draft workplan for each Ambassador and Champions
• Prepare information materials and other support for Ambassador and
Champion activities
• Final report and lessons learnt
• Agenda and minutes for monthly Core Team meetings


Qualifications

• Master's degree in communications, public relations, journalism or
other relevant area
• Minimum 5 years experience in communications, advocacy, media or
other relevant area
• Good knowledge of HIV programmes, including stigma and
discrimination programmes
• Good verbal and written communication skills
• Strong team work skills, flexible working approach

Budget:

Estimated consultancy of $ 150/day x 72 days = $ 10,800
